Bulk mailing provides an option for mailing quantities of mail that total more than 200 pieces. It is the only option available to mail at a reduced postage rate. The College’s bulk mail permit is managed by Printing and Copy Services. All mail processed as bulk mail must be presented to the USPS with the appropriate paperwork. Bulk mail will almost always have an indicia on it (in lieu of a stamp). The indicia is not a replacement for a stamp, which means you cannot take an envelope or postcard that has the indicia on it and put it in a mailbox. If this is done, the USPS may consider it misuse and the College could lose its permit.
Listed below are the indicia we use:
A minimum of 200 pieces is required to use a First Class indicia on your mailing.
With this indicia, each piece of mail 1 ounce or less will mail for $0.73, exactly the same amount of postage as if you put a stamp on it.
Printing and Copy Services must process any mail with an indicia on it, as per USPS requirements. Any misuse of the indicia could result in the College losing the permit. The addresses may not be handwritten.
A bar code is preferred, but not required. If you printing your own labels, please do not attempt to print the bar code yourself, as we have a special printer to do that.
No sorting is needed to use this indicia.
As required by the USPS, all address lists for mailings must be processed through the National Change of Address (NCOA) database to receive discount postage rates. By processing the list(s) through the NCOA database, addresses are verified and corrected for better delivery. Our software will process the list(s) to meet these requirements. There is a minimum $50.00 charge, which is a standard fee, to process the list. Once processed, the list has a 95-day lifespan. When applicable, we will process multiple lists and distribute the costs.
The addresses may not be handwritten. All addressing must be done by Printing and Copy Services. This will allow us to process the mail through our software.
A bar code is required and artwork may not fall in the horizontal plane across the envelope where the address and bar code appear.
Please do not attempt to print and apply any labels yourself for discounted mail. Any mail received with labels on it will be processed as First Class Mail with no discount.

With this indicia, each piece of mail 1 ounce or less will mail for $0.73 or less. The price per piece depends on its destination and how many pieces are going to that destination.
On average, the cost is about $0.70 per piece.

Note: This class of mail is not processed as quickly as First Class mail, which helps provide the discount. Because of NCOA processing, the accuracy of the addresses is improved, allowing for less undeliverable mail. Any mail in this class that is not deliverable by the USPS is not returned to the sender but is destroyed.
